/TAZE command

well, hehe today amoxi did a error xD he tryed to update the taze command, he failed, but now we have another time the /taze command with 2 little updates xD
you can fail the taze & have to wait 10 seconds to taze another time xD (fail)
but now u can't yet taze civilians & when you taze, suspect is autocuffed

so, good update xD

-1 to the taze wait i say that swat and army cant fail the taze/cuff.

why? irl ppl can fail the taze

guyz now taze command working perfectly now if u taze someone and suspect didnt auto cuffed
